Bartley holds a PhD in Applied Theology from Midwestern Baptist Theological Seminary. He is the pastor of Beulaville Baptist Church in Beulaville, North Carolina. He has served as an adjunct professor in Old Testament for Fruitland Baptist Bible College and written numerous publications, including LifeWay Christian Resources' small group material and the Biblical Recorder. He is also the author of the 12:2 Prayer and Devotional Journal.
